X-Api-Key: <credential>

Register for an API key from the Regulations.gov API page and use it in the X-Api-Key header. If you need comment-posting access, first obtain the key there, then contact the Regulations.gov Help Desk with the first 5 digits of the key plus your organization and contact details so the key can be enabled for commenting. The docs note DEMO_KEY is available for sample purposes.
