regulations.gov
Regulations.gov is the U.S. federal rulemaking portal where the public can find regulatory dockets, documents, and comments and submit comments on proposed rules. It also offers bulk download access to regulatory data through its website.
Regulations.gov exposes one documented REST API at `https://api.regulations.gov/v4`, used for searching documents, comments, and dockets and for comment posting when the API key is specially enabled; it uses an `X-Api-Key` header.

Register for an API key from the Regulations.gov API page and use it in the X-Api-Key header. If you need comment-posting access, first obtain the key there, then contact the Regulations.gov Help Desk with the first 5 digits of the key plus your organization and contact details so the key can be enabled for commenting. The docs note DEMO_KEY is available for sample purposes.
