x-api-key: <credential> /Authorization: Bearer <credential>

Request API access via PolicyNote API docs or FiscalNote's demo form. After access is approved, PolicyNote issues an API key in key_id.secret format. Use it in the x-api-key header to exchange for a temporary access token at POST /v1/auth/token.
