PolicyNote is FiscalNote's policy intelligence product for legislative and regulatory data. It provides access to policy, stakeholder, organization, election, and related government-affairs datasets across U.S. and international jurisdictions.
PolicyNote exposes a REST HTTP API at `https://data.policynote.com/` and an MCP server at `https://data.policynote.com/v0/mcp`; the API uses an issued API key exchanged for bearer tokens, and the MCP server uses OAuth.

Request API access via PolicyNote API docs or FiscalNote's demo form. After access is approved, PolicyNote issues an API key in key_id.secret format. Use it in the x-api-key header to exchange for a temporary access token at POST /v1/auth/token.
Point your MCP client at the server URL and approve access in the browser. The server supports OAuth Dynamic Client Registration (RFC 7591), so the client registers itself automatically — no developer-portal app, client_id, or client_secret to create.
