Sign in or create an account on the AT&T Developer Program. In My Apps, create a new app account, choose the AT&T API you need (for example SMS), and submit to receive an App Key and App Secret. AT&T's OAuth docs state these app credentials are required to obtain access tokens from https://api.att.com/oauth/v4/token. Some APIs also require extra approval or product purchase before the app can be used.
