Sign in or create an account on the AT&T Developer Program. In My Apps, create a new app account, choose the AT&T API you need (for example SMS), and submit to receive an App Key and App Secret. AT&T's OAuth docs state these app credentials are required to obtain access tokens from https://api.att.com/oauth/v4/token. Some APIs also require extra approval or product purchase before the app can be used.
Buy AT&T Landline Texting through your AT&T account team; the docs say to contact your AT&T account manager to get started. After ownership verification of the text-enabled phone number, AT&T emails you the session key for the account. If you already have an account but cannot obtain session keys, the docs direct you to support.
