Enable the Web Risk API in a Google Cloud project using the Web Risk setup guide. Then obtain a Google OAuth 2.0 access token for that project with the https://www.googleapis.com/auth/cloud-platform scope using your preferred Google Cloud auth flow (for example, Application Default Credentials or a service account) as described in the IAM guide.
