Create or use a Google Cloud project and obtain Google Wallet issuer access as described in the Google Wallet authentication docs. The Wallet guides link to issuer onboarding at Set up an Issuer account and then to Get authentication credentials. The OpenAPI spec shows the required scope is https://www.googleapis.com/auth/wallet_object.issuer. Use Google's OAuth flow or a service account flow supported by Google client libraries to mint an access token for that scope.
