For user-based access, follow Google Cloud's authentication flow from the Authentication overview and obtain an OAuth 2.0 access token with the https://www.googleapis.com/auth/cloud-platform scope. For app/server access, use a Google Cloud service account from the Google Cloud Console credentials page, grant it IAM permissions for Migrate to Virtual Machines, and mint short-lived access tokens with Google-auth supported tooling.
