Go to a VA API's Sandbox access page on developer.va.gov, fill out the access form, and submit it to get instant sandbox credentials. The FAQ says you'll receive your API key immediately after sign up, and the API specs/docs say requests use the apikey HTTP header. For production, follow the production access process.
