Cloud TPU is Google Cloud’s managed service for provisioning and operating Tensor Processing Unit accelerator resources for machine learning workloads. It lets users create, inspect, and manage TPU nodes and related TPU resources within Google Cloud projects.
tpu.googleapis.com exposes a Google Cloud TPU REST API over HTTPS and is also operated via the `gcloud compute tpus` CLI; both use Google Cloud OAuth 2.0 access tokens.

Create or use a Google Cloud project, enable the Cloud TPU API, and obtain a Google Cloud access token with scope https://www.googleapis.com/auth/cloud.tpu or https://www.googleapis.com/auth/cloud-platform. The easiest path for developers is to sign in with the Google Cloud CLI after installing it, then run gcloud auth login or gcloud auth application-default login. For app-to-app access, create OAuth credentials in APIs & Services > Credentials.
