Create or use a Google Cloud project in the Google Cloud Console, enable the Cloud Testing API for that project, then create OAuth client credentials from APIs & Services > Credentials. Use Google's OAuth flow to obtain an access token with the API scopes required by Test Lab. For server-to-server access, you can also use a service account from IAM & Admin > Service Accounts and mint an access token through Google auth tooling.
