Create or select a Google Cloud project in the Google Cloud Console, enable the Street View Publish API, then open APIs & Services → Credentials and create an OAuth client ID. Configure the consent screen and request the scope https://www.googleapis.com/auth/streetviewpublish. Use the client ID and client secret to obtain user access tokens through Google's OAuth 2.0 flow.
