In Google Cloud, enable the Cloud SQL Admin API for your project, then obtain a Google OAuth 2.0 access token using a service account or OAuth client associated with that project. The easiest developer path is to use Google Cloud Console credentials to create the needed client/service account, then request a token with the Cloud SQL Admin scopes shown in the API method docs, such as https://www.googleapis.com/auth/cloud-platform or https://www.googleapis.com/auth/sqlservice.admin.
In Google Cloud Console, create an API key for your project after enabling the Cloud SQL Admin API. Google states that requests without an OAuth 2.0 token must send an API key; use the key as the key query parameter.
