Create or use a Google Cloud project in Google Cloud Console, then obtain an OAuth 2.0 access token for that project using Google's standard auth flows as described in Using OAuth 2.0 to Access Google APIs. For server-to-server use, the easiest path is usually a service account from IAM & Admin. Service Usage methods require scopes such as https://www.googleapis.com/auth/cloud-platform or https://www.googleapis.com/auth/service.management as shown in the API method docs.
