Create or use a Google Cloud project, enable the Service Management API, then obtain an access token using Google Cloud auth. The easiest path for a developer is to sign in with the Google Cloud CLI and mint an access token with gcloud auth application-default login or gcloud auth print-access-token. For your own OAuth app/client, create credentials in Google Cloud Console API Credentials. Service Management methods require scopes such as https://www.googleapis.com/auth/service.management and some methods also allow https://www.googleapis.com/auth/cloud-platform, as shown in the API method docs.
