In Google Cloud Console, open APIs & Services → Credentials, create an API key, and use it as the key query parameter. The Subscription Linking docs say the project must first enable the API in the API Library.
Create a service account in Google Cloud Console, enable Subscription Linking in the API Library, then create service-account credentials as described in Google's Synchronize User Entitlements guide. Use the service account with Application Default Credentials or a key file to mint an OAuth 2.0 access token for API calls.
