Create or select a Google Cloud project in the Google Cloud Console, enable the publicca.googleapis.com API as shown in the Public CA tutorial, then authenticate with Google Cloud using gcloud auth login for user credentials or gcloud auth application-default login / a service account for application credentials. Use the resulting OAuth 2.0 access token with Google Cloud IAM permissions for Public CA.
