In the Google Cloud Console, enable the My Business Q&A API from the API Library entry, then create OAuth client credentials from APIs & Services → Credentials. Google Business Profile's basic setup docs say to enable the API and request an OAuth 2.0 client ID; requests to Q&A methods require the https://www.googleapis.com/auth/business.manage scope.
