In Google Cloud Console, create a project, enable the mybusinessplaceactions.googleapis.com API, then create an OAuth 2.0 Client ID under APIs & Services → Credentials. Configure the consent screen as described in OAuth setup and request access to the Business Profile APIs if your quota is 0 as described in Prerequisites. Use the client to obtain a user access token with scope https://www.googleapis.com/auth/business.manage per the Business Profile OAuth docs.
