You must be a LOTTE ON seller. First complete seller onboarding via the seller onboarding guide and sign in to the Seller Center. Then go to 판매자정보 > OpenAPI 관리 > 정보설정, register the calling server IP address (or select a seller tool), and click the key issuance button to mint an OpenAPI key. The docs note keys are valid for 1 year and up to 3 keys can be issued per top-level seller account.
