In the Google API Console, create or select a project, then in the API Library enable the Local Services API. After that, create OAuth client credentials in Credentials. Use the Local Services API OAuth scope https://www.googleapis.com/auth/adwords, then obtain a refresh token and exchange it for access tokens as described in Set up and use OAuth.
