For the managed libretranslate.com service, get a key from LibreTranslate Portal. The docs say libretranslate.com requires the api_key request parameter, while self-hosted instances may not. For self-hosted LibreTranslate, operators can mint keys with ltmanage keys add ... as documented in Manage API Keys.
