Create an account at Use land and property data registration, then sign in at Use land and property data, agree to the relevant dataset licence(s) in the service, and get your API key. The API docs state that creating an account gives you an API key by default.
For direct Business Gateway access, request and sign the development licence by emailing channelpartners@landregistry.gov.uk. HM Land Registry then sends a test SSL certificate to the technical contact for connectivity and test-environment access. To go live, contact HM Land Registry via the Business Gateway contact guidance and ensure you have a business e-services account in place before requesting live access.
