Use Google Cloud authentication for the caller identity that has permission to impersonate the target service account. The easiest path is to sign in with the Google Cloud Console or run gcloud auth application-default login / gcloud auth login, then obtain an access token via Google's auth libraries or gcloud auth print-access-token. The IAM Service Account Credentials API requires the https://www.googleapis.com/auth/cloud-platform scope, as shown in the discovery document.
