In Google Cloud Console Credentials, create an OAuth 2.0 Client ID for your app or service account flow as appropriate, and enable the Google Play Games Services Management API for the project. Configure OAuth consent as needed and request the https://www.googleapis.com/auth/games scope when obtaining user access tokens. The Play Games setup docs note you must generate an OAuth 2.0 client ID for your game to call Google Play Games Services web APIs.
