In Google Cloud Console Credentials, create an OAuth 2.0 Client ID for your app, enable the relevant Google Play Games API in the same project, then obtain an OAuth access token for the required scopes. For game-player API access, the docs list Google Play Games scopes such as https://www.googleapis.com/auth/games and https://www.googleapis.com/auth/drive.appdata. For publishing/management operations, use a Google account that has access to your Play Console game configuration.
