If you are a TAAP or White Label Travel Platform partner, ask your Expedia commercial contact for an API client ID and secret as described in API setup. Use HTTP Basic auth with client_id:client_secret against https://analytics.ean.com/{partnership}/v1/oauth/token (where {partnership} is template or taap) to mint a bearer access token for the Subscriptions API.
