Join the eBay Developers Program or sign in at developer.ebay.com, then open Application Keysets to create/view your app's Sandbox and Production keysets (Client ID/Client Secret). Use those keys to mint OAuth access tokens as described in Authorization. Choose scopes required by each API; eBay supports both client-credentials application tokens and authorization-code user tokens.
