Go to api.data.gov and sign up for an API key. The developer manual says you'll receive a unique 40-character key after signup, and the Data.gov API page says to send it in the x-api-key header on requests. For initial exploration, docs also mention the shared DEMO_KEY, but minting your own key is the normal path.
