Create or use a Google Cloud project in the Google Cloud Console, enable the Cloud KMS API, then obtain an OAuth 2.0 access token from Google credentials. For user credentials, the easiest path is to sign in with `gcloud auth login` and mint a token with gcloud auth print-access-token. For application credentials, use a Google Cloud service account with IAM permissions for Cloud KMS. Cloud KMS methods require the https://www.googleapis.com/auth/cloudkms scope or the broader https://www.googleapis.com/auth/cloud-platform scope as documented in Access the API.
