Create or select a Google Cloud project in the Google Cloud Console, enable the Cloud Identity API, then create OAuth 2.0 client credentials from APIs & Services → Credentials or use a service account for server-to-server access. The Cloud Identity setup guides say to enable the API and, for service accounts, grant domain-wide delegation/admin privileges as needed for your organization. Use the resulting OAuth 2.0 bearer access token when calling cloudidentity.googleapis.com.
