Create or select a project in Google Cloud Console, enable access to the Business Profile APIs as described in Prerequisites, then open APIs & Services > Credentials and create an OAuth 2.0 Client ID. Configure the consent screen and request the https://www.googleapis.com/auth/business.manage scope as described in OAuth setup and Implement OAuth with Business Profile APIs. Use the resulting OAuth flow to obtain a bearer access token for the merchant's Business Profile data.
