For Phoenix Cloud, create a space in Phoenix Cloud, then go to Settings → API Keys and click Add System Key to create an API key. The docs also distinguish user API keys, which are tied to a specific user. Use the created key as a bearer token. For self-hosted Phoenix, the REST docs say authentication may be disabled; if enabled, use an API key or admin secret configured for that deployment.
