Use Google Cloud authentication to obtain an access token with the https://www.googleapis.com/auth/cloud-platform scope. The easiest path for developers is to sign in with the Google Cloud CLI auth guide and use Application Default Credentials, or create OAuth client credentials from Google Cloud API Credentials if your app needs an interactive OAuth flow. The Advisory Notifications docs state this API requires the https://www.googleapis.com/auth/cloud-platform OAuth scope.
