In the Google Cloud Console Credentials page, create or select a project, enable the Abusive Experience Report API for that project, then create an API key. Use the key as the key query parameter on requests to the API.
In the Google Cloud Console Credentials page, create OAuth client credentials for your project, then use Google's OAuth 2.0 flow to obtain a user access token for requests. The discovery document states requests are authenticated with an OAuth 2.0 token as an alternative to an API key.
